Construct a modified Givens rotation (BLAS drotmg).

Parameters

d1 : float: Scaling factor for the first coordinate.
d2 : float: Scaling factor for the second coordinate.
x1 : float: First coordinate of the vector to rotate.
y1 : float: Second coordinate of the vector to rotate.

Returns

param : ndarray: Length-5 array describing the rotation: param[0] is a flag selecting the matrix form and param[1:5] are its entries.
