Norm of a triangular or trapezoidal matrix (LAPACK dlantr).

norm : str: Which norm: 'M' for the largest absolute entry, '1' or 'O' for the 1-norm, 'I' for the infinity norm, 'F' or 'E' for the Frobenius norm. Lowercase is accepted.
a : ndarray: Matrix of shape (m, n); only the triangle named by uplo is read.
uplo : str, optional: 'U' if a is upper triangular, 'L' if lower. Default is 'U'.
diag : str, optional: 'U' if the matrix has a unit diagonal, 'N' otherwise. Default is 'N'.
