Solve a least-squares problem by complete orthogonal factorization (LAPACK cgelsy).

a : ndarray: Matrix of shape (m, n).
b : ndarray: Right-hand side(s) with max(m, n) rows.
jptv : ndarray: Column pivots: a nonzero entry pins that column of a to the front. Modified in place and returned. Use zeros to let the routine choose freely.
cond : float: Columns are treated as dependent when the estimated condition number of the leading block would exceed 1 / cond.
lwork : int: Size of the workspace. Use gelsy_lwork for the optimal value.
overwrite_a : int, optional: If nonzero, a may be overwritten in place. Default is 0.
overwrite_b : int, optional: If nonzero, b may be overwritten in place. Default is 0.

v : ndarray: The complete orthogonal factorization of a, as LAPACK leaves it.
x : ndarray: Minimum-norm solution in the first n rows.
jptv : ndarray: Column pivots actually used, 1-based as LAPACK numbers them.
rank : int: Effective rank of a, determined using cond.
info : int: 0 on success; if negative, the -info-th argument had an illegal value.
