Norm of a general matrix (LAPACK clange).

Parameters

norm : str: Which norm: 'M' for the largest absolute entry, '1' or 'O' for the 1-norm, 'I' for the infinity norm, 'F' or 'E' for the Frobenius norm. Lowercase is accepted.
a : ndarray: Matrix of shape (m, n).

Returns

n2 : float: The norm. Real for every flavor.
